Castleton Recreation Commission Castleton Recreation Center September 5, 2023 5:30-7:30pm Members Present: M. Clifford, Mary Droege, M. Ryan, N. Lafrancois Members Absent: M. Hall Zoom: A. Lee Stockwell Other Attendees: B.E. Ramos, Recreation Director, Mike Jones Town Manager Call to Order 5:39 Approve September agenda – Motioned M. Droege, 2nd by Matt R No Quorum for August – No Minutes to Approve On-going 5:40 - Discussion with the Town Manager Areas of Discussion suggested by Town Manager • Rec needs to look at the Town Plan Recreation section to be clear that the Rec’s By-Laws are aligned with the Town Plan. If necessary, redefine/clarify the By-Laws as to the specific responsibilities of the Commissioners (as it relates to a smoother transition of the next Recreation Director). • Create/put in place a plan of action for the Recreation Director • Refresh/update Rec Mission Statement and Vision Statement being more specifically related to programming & athletic fields • Build a budget that reflects the needs of each program and call on respective departments for assistance. Moving Forward on By-Laws Revision(s) • Review of the Town Plan • Input from the Select Board on what their expectation is regarding the updating of the By-Laws before moving forward. Questions/concerns about current Recreation Director job description • Review current job description to see of there is a way to condense responsibilities and expectations • The Commission requested a copy of the job description that is in place • Suggestion to have a multi-year expectation/description plan to help ease in a new Recreation Director • The Recreation Director position has not been advertised as it is felt that the By-Laws revision should happen first • It was agreed that the Recreation Commission would be involved in the next hiring process Suggestions from the current Recreation Director • Having more involvement from the individual Recreation Commissioners sharing their expertise would be very helpful • Recreation Director has agreed to stay to help with the transition to a new Director until they have employment • The Director will create a Programming Calendar for the time they have spent as Director New Business 7:15 - Update on CVS Building The Rec Director shared with the Commission the meeting with Zak Hale (Hale, LLC). • Some adjustments were made to the total sq footage total for Rec, moving the boiler room and the handicap ramp into the “common” area total. • Concerns about the traffic flow for program users coming in the very narrow (one lane) driveway on the west side of the gym area of the building. Mr. Hale suggested that a longer driveway could be made to the north side of the building skirting the property line. • The Commissioners stated they would like to have an option of just two entities sharing the building, Recreation and VSU Wrestling. This configuration would solve the traffic issue and eliminate the need to put an addition off the stage for rec programming. Department Updates (as necessary) Crystal Beach – The beach closed September 5th for the season. Close up has started and it is expected to take no more than two weeks. Director’s Report - B. E. Ramos Soccer – Organizational meeting was held in F.H. and it was a less that satisfactory meeting. The Rec Director and the Commission supported their decision to look for another venue/organization to join next fall. Castleton players will again this year join the Slate Valley United League in Fair Haven. Castleton Rec will pay the registration fee and the price of uniforms for Castleton players. Castleton has registered 15, 3-4 players and 18, K-2 players this year. Old Business 7:00 – Election of Officers moved to Oct meeting Adjourn: 7:38 M. Clifford motioned N. Lafrancois 2nd
