Department: Town Clerk
Reports To: Town Manager and Selectboard (or as established by Town Charter)
Position Type: Part-Time (29.5 hours per week)
Location: Town Office
FLSA Status: Exempt
Compensation: Starting at $23.00 - $25.00 per hour, commensurate with experience and qualifications.
Work Schedule: 29.5 hours spread over a five-day workweek, Monday through Friday, with occasional evening meetings of the Board of Civil Authority, Board of Abatement, and other municipal boards as required.

Position Overview

The Town of Castleton is seeking a qualified, organized, and service-oriented professional to serve as the Town Clerk. This part-time position is appointed by the Select Board and is central to the daily operations of municipal government and requires exceptional organizational skills, accuracy, discretion, and a commitment to providing outstanding public service.

The Town Clerk serves as the official custodian of municipal records and performs all duties prescribed under Vermont law, Town Charter, and municipal policies. The Town Clerk works closely with residents, elected and appointed officials, state agencies, and other municipal departments to ensure the efficient administration of town government.

Essential Duties and Responsibilities

Elections & Voter Services

  • Administer local, state, and federal elections in compliance with Vermont election laws.
  • Update and maintain voter checklists and oversee absentee and early voting procedures.
  • Recruit, train, and coordinate election workers.
  • Ensure the integrity, security, and accuracy of all election processes.

Vital Records, Licensing & Public Documents

  • Record, maintain, and issue certified copies of birth, death, and marriage records.
  • Process marriage licenses, dog licenses, liquor licenses, and other licenses as required.
  • Record and preserve land records and other official municipal documents.
  • Provide timely access to public records in accordance with Vermont Public Records Law.

Municipal Administration

  • Serve as Clerk to the Board of Civil Authority, Board of Abatement, and other boards as required by law.
  • Attend meetings and prepare official minutes when requested or required.
  • Assist with preparation and publication of Town Meeting warnings, agendas, legal notices, and official reports.
  • Supervise Town Clerk's Office staff and oversee daily office operations.
  • Maintain official town records and ensure compliance with state record retention requirements.

Financial Responsibilities

  • Collect, receipt, and record municipal revenues using town or state directed procedures and as required by statute.
  • Work collaboratively with the Town Treasurer and Town Manager regarding financial reporting, cash handling, and statutory compliance.
  • Prepare required reports for state agencies and municipal officials.

Customer Service & Public Interaction

  • Provide courteous, professional, and responsive service to residents, businesses, attorneys, surveyors, and other members of the public.
  • Maintain confidentiality while ensuring transparency and compliance with applicable laws and municipal policies.
  • Serve as an accessible resource regarding municipal procedures, records, elections, and licensing.

Qualifications

Preferred qualifications include:

  • Experience in municipal government, public administration, records management, or a related field.
  • Knowledge of Vermont municipal law, election procedures, and public records requirements, or the ability to acquire such knowledge.
  • Strong organizational, communication, and customer service skills.
  • Excellent computer and record management skills.
  • Ability to maintain confidentiality and exercise sound judgment.
  • Ability to supervise staff and manage multiple priorities in a public office setting.
